fix overflow issue with comment preview and pre
    
    the unutilized fieldset was causing issues when
    rendering the pre on issue comment previews.
    
    this patch removes that fieldset, making the pre
    in the comment preview scroll like what happens
    when the comment is posted.
    
    fixes #1600
