Include Fedora Bootstrap v1.3.0 in pagureio theme
    
    This adds the fedora-bootstrap v1.3.0 into the static
    resources for the pagureio theme, and uses it for the theme.
    
    v1.3.0 of fedora bootstrap uses 4.1.3 of upstream bootstrap.
