Fix No Pull-requests Found message in My PRs page
    
    Use Javascript to display the message when there are no visible
    rows in the relevant table. This approach allows us to properly
    show the 'No pull-requests found' message even when the tabs are
    switched between 'Open', 'Merged', 'Closed' and 'All' in the My
    Pull Requests page.
